Indeed, your elementary education degree program should require in-classroom time working with elementary age children. Some programs may even require you to have at least eighty hours of work experience before applying to their program.
In order to work with elementary school children as a teacher you need to obtain a degree in elementary education and so it is important that you attend an accredited school, college or university. But if you can not find such an institute offering such a course of study or you already have a bachelor's degree in another major, then look for those that have Post Graduate Programs instead.

An online search can give you tons of information about the courses and particulars of enrolling at whatever college from which you intend to get your degree.
Upon obtaining your degree, and in order for you to be able to teach in an elementary school, you will need to join a professional association. The main ones that many teachers will join are the American Federation of Teachers or The National Education Association.
